What is going on here?
It's been suggested, by one of our Agents, that this man is using a secret signalling device for contacting aliens.
These tantalising, unanswered, questions raise the possibility that this man is, himself, the results of some secret government experiment to achieve an alien/human hybrid genetically engineered to be able to walk around at night without the need for streetlamps. The aliens could then destroy all our power plants.		  

With earth's defences weakened by being plunged into darkness, the aliens could attack when we're at our most vulnerable and soon we would be slaves of green-blooded freaks.
The real question, though, is: how much does the government know? Why is the tax on candles so low? These facts cry out for serious investigation.

And: How can we stop such insidious plots when the perpetrators are so difficult to spot?
